国防議員連盟御中 
 
 日々緊張の高まる尖閣諸島の有効支配について貴議連が真摯な議論をされていることに心から敬意を表します。
 
 メディアや佐藤まさひさ議員のSNSでの発言から海保の増強が検討されているようですが、先週、米国エスパー防衛長官がパラオ、グアムを訪問しグアムでは我が国の防衛大臣との会談を持ったタイミングで、海保の増強は有りえません。海保・海自の協力が進んでいるとはいえ、現在のような有事において海上保安庁法25条の制限がある限り海保増強は、自衛能力を限定する現状を依然打破出来ず、日米同盟が目的とする効果を獲得し得ないと思います。
 今、貴議連はじめ、政治が行うべきは海自・海保のさらなる連携強化とその実施です。米国の沿岸警備隊は既に補完機能として海軍に組み込まれて行動しています。
 省益を超えた国家及びインド太平洋地域の安全保障の現実に立ち向かえるのは政治家しかいません。

We would like to express our sincere respect for the very important discussions your Defense group is having on the issue of effective control of the Senkaku Islands, where tensions are rising daily.
From the media and statements made by MP Masahisa Sato on social networking sites, it seems that the Coast Guard is being considered for reinforcement, although the timing of the U.S. Defense Secretary Esper's visit to Palau and Guam last week, and his meeting with our Defense Minister Kono in Guam, makes the reinforcement of the Coast Guard unlikely. Even though cooperation between the Coast Guard and the Maritime Self-Defense Force (MSDF) is progressing, as long as the restrictions of Article 25 of the Coast Guard Act are in place, the current situation which limits our self-defense capabilities cannot be broken down by strengthening the Coast Guard, and we don't think it will be able to achieve the effect that the U.S.-Japan alliance is intended to achieve.
What your caucus and other politicians need to do now is to further strengthen cooperation between the Maritime Self-Defense Force (MSDF) and the Coast Guard and to implement it. The U.S. Coast Guard is already acting as a augment function, embedded in the Navy.
Only politicians can confront the reality of national and Indo-Pacific regional security beyond the government departments interests.
