While I am glad that the RAND Institute in the US and the ifri (Institute for International Relations) in France have taken up the Micronesian Maritime Security Project, which I founded and promoted alone, it is a pity that they are writing solely on false information from Japanese who are not involved in this project. This perception gap is dangerous for global security.
I am the only one who knows about the Micronesian Maritime Security Project, as it was established and promoted by me alone. It is the result of my decision and action based on the Higuchi Report, which was formulated by the Ministry of Defence after the Cold War, to create a diverse security movement with the US-Japan alliance at its core.
The problem is that Japan has no policy on maritime security. As a conclusion, that is the subject being promoted by the Ministry of Defence and the Ministry of Foreign Affairs, but they do not even understand the Higuchi Report, which is a basic security debate.

米国のRAND研究所やフランスのifri（国際問題研究所）が、私が一人で立ち上げ進めてきたミクロネシア海洋安全保障事業を取り上げてくれるのは嬉しいが、この事業に関与していない日本人から嘘の情報だけで書いているのは残念だ。このパーセプションギャップは世界の安全保障にとっても危険である。
ミクロネシア海洋安全保障事業は私が一人で立ち上げ進めてきたので私しか知らないのである。冷戦後、防衛省が中心となって策定さた「樋口レポート」を基盤とし、日米同盟を軸とした多様な安全保障の動きを作ると私が判断し行動した結果である。
問題は日本に海洋安全保障に関する政策がないことだ。結論としてそれは防衛省と外務省が進める話であるが彼らは基本的安全保障議論である「樋口レポート」さえも理解していない。
2008年から安倍政権のFOIPに繋げるまで7回に分けて書いた。
