太平洋島嶼国に向けたコロナ支援に関する提言

この度日本・太平洋島嶼国友好議連（古屋圭司会長）が、コロナで国境封鎖を強いられている太平洋島嶼国へ特別な支援を提案されたことを高く評価し、応援させていただきます。

中国がコロナによる世界的混乱を利用し海洋活動等を拡大しているとの報告もあります。インド太平洋構想の一環として、米豪NZ仏英などの関係諸国との協力関係を強化し、当該地域における中国の進出を食い止める機会でもあります。

以下、インド太平洋研究会有志による具体的提言です。

１．外国からの物資に大きく依存し、その備蓄能力に限界がある小島嶼国のコロナ対策に対するニーズは特殊です。日本政府は米豪NZ仏などと密接に協力し、医療に限らない生活必要物資・インフラの支援をお願いします。

２．小島嶼国は、国内の離島支援の余裕が通常の状況でも限界があります。これを機に米豪軍との協力下、離島支援の強化を提案します。小さな離島が大きなEEZを確立していますが、この海域の監視はされていません。中国の海洋活動に対する懸念もあります。

３．太平洋島嶼国のコロナ支援に中国はすでに３億円前後の支援を表明しています。医療機材の支援も開始されているようです。日本はODAでバヌアツなどに病院関連支援をしていますが、このような緊急時にこそ過去のODA支援が有効に活用され、またインド太平洋構想の協力国である米豪仏英との連携を強化する時です。

４．最後に、情報発信することで太平洋島嶼国の人々に安心を提供し信頼構築に資することができます。コミュケーション戦略を強化していただきたい。在外大使館のSNS活動を支援してください。中国のプロパガンダに負けてはいけません。

COVID-19: Proposals for Supporting for Pacific Island Countries

We are grateful to the members of the Parliament Special Committee on the Japan-Pacific Islands (Chairman MP Keiji Furuya) for their expressed special support to Pacific Island States, which are being forced to block their borders due to COVID-19.

There are some reports that China is expanding its maritime activities etc., using the global disruption caused by COVID-19. As part of the Indo-Pacific Initiative, it will be an opportunity to strengthen cooperation with related countries such as the United States, Australia, New Zealand, France, and Britain, for stopping China's unreasonable presence in the region.

The following are specific recommendations made by volunteers from the Indo-Pacific Studies.

1. Special needs for the small island states under COVID-19, which rely heavily on foreign supplies and have limited stockpiling capacity, are in a unique situation. The Japanese government will work closely with the United States, Australia, New Zealand and France to provide support for daily necessities and infrastructure, not limited to medical care.

2. Small island nations have limited capacity for supporting domestic remote islands even under normal circumstances. Taking this opportunity, the Japanese Defense Force should enhance cooperation with the US and Australian defense capacity, for covering these remote islands. Small remote islands have established a large EEZ, but there is no surveillance of this area. There are also concerns about Chinese illegal maritime activity.

3. China has already announced support for COVID-19 control of the Pacific island nations with around 3 million USD. Support for medical equipment seems to have been started by China. Japan had been assisting medical projects such as hospital and medical facilities to Vanuatu and other countries through ODA. These emergencies will be a great opportunity to utilize past ODA projects which can be used effectively, and also promote cooperation with the United States, Australia, France, and Britain, as a partners of the Indo-Pacific Initiative.

4. Finally, disseminating information of our assistance measures are critical for people of the Pacific Islands and contribute to building trust. We would like to suggest the strengthening of government communication strategy. Please support the Japanese embassies in this region. We have to fight with Chinese propaganda.
