イントロダクションと、Phillip Shetler-Jones博士のBritain's quasi-allaince with Japan だけですが興味深かった。
全体として日本との協力を促進しようというポジションで書かれたレポートである。Real Instituto Elcano - Madrid というスペインの組織がなぜこのようなレポートまとめたのか興味深い。
先ずイントロダクションだが、日本と欧州の歴史認識が近代に限られている事が残念だ。西洋の航海時代、即ち植民支配を逃れるため日本は鎖国したものの、出島を作って情報を得ていたのだ。言ってみれば植民を管理していたのだ。日本と欧州は少なくとも500年近い歴史があることを欧州の方達に認識していただきたい。
インド太平洋構想が一帯一路の踏み絵ではなくて、re-order と分析しているところは全くその通りである。
ドイツと中国の関係が強いという指摘も書き留めておきたい。
欧州の立場から日中とどのようにバランスを取るかと書かれているが、日中関係がよくわかっていないのではないか？日中は数千年の歴史があり今の中共政府を支援したのもある意味で日本である。孫文や蒋介石への支援、日露戦争後の１万を超える中国からの留学生の話は知っているのであろうか？
次にShetler-Jones博士の論文だが最初に東郷元帥の日露戦争が世界秩序を変えた事が述べられている。これは正しいし認識であるし、大英帝国にとって歓迎される話ではなかったはずだ。残念なのは東郷元帥が日露戦争の勝利以上にヨーロッパ公法、即ち国際法に通じていた事に触れられていない事だ。ここにこそ、即ち共通の世界秩序を保とうとした事にこそ日欧の共通点があると私は考えている。
後は日英協力のさまざま例や提案が書かれていてどれも賛成したい内容である。
歴史的な背景を書くスペースはなかったのかもしれないが、日英同盟に触れるのであればなぜ一行でも第一次世界大戦で日本がブリタニアを、即ちインド太平洋を守った事を書いてくれないのであろうか？そしてできれば明治維新を迎えるに当り、フランスのナポレオン３世が江戸幕府を、ジョージ５世（父親のエドワード７世かもしれない）皇室を支援した背景に触れてくれなかったのであろうか？
さらに今関心のあるIPRの関連で言えば、中国が排日になった動きの背景に英国の対中政策があったことを、英国は、いや日本人に認識があるのであろうか？
日英の歴史認識 ー どのよう状況なのであろう？
