設立趣意 なぜインド太平洋研究? Prospectus for Indo-Pacific Studies

 2018年日本政府主催第8回島サミットで共同議長を務めた安倍総理はインド太平洋構想を色濃く示した。

 安倍総理のスピーチでは太平洋島嶼国の祖先であるオーストロネシア語族のインド太平洋での拡散を「バナナ」の交易を例にあげ「自由で開かれた空間」を見事に描き出した。この事実は100年以上前からマレイ民族の拡散として日本では知られてきた事であるが敗戦がそのような研究実績をほとんど葬り去ってしまった。

 過去数十年「アジア太平洋」という枠組みで議論されてきた地域は、中国の台頭を意識し「インド太平洋」に拡大し、一気に関心が高まっている。

 この地域が抱える問題は文化・歴史・自然科学・政治経済・国際法・安全保障・開発等々限りなく多様である。そして何よりも「インド太平洋」地域には戦後誕生した小国、途上国が多数あり「法と秩序」を維持することが困難であるばかりでなく、逆に越境犯罪に加担しているケースもある。

 当該地域への関心は高まっているもののこれらの広大で複雑な問題を個人で扱うのは限度がある。会として有志が集まり、共に学ぶ場も必要であると実感している。そこで組織運営の限界もあることからインターネットを中心に現代版IPR—太平洋問題調査会(若しくはインド太平洋研究会)を設立し、年数回のオフライン研究会、できれば年一回の紀要発行などを通して、少しでも日本国内の当該地域への理解促進と、可能であれば関係諸国との協力を進めたい。

 実務的な話になるが、これも運営能力の限界から金銭管理を避けるため会費はなしとし、その都度実費を会員からの協力を仰ぐようにしたい。アドバイザーと事務局は以下の通りで、体制も当面フラットな組織で進め、走りながら考えるようにしたい。

'Prospectus for Indo-Pacific Studies'

 

In 2018, Prime Minister Abe, who co-chaired the 8th Pacific Island Leaders Summit which was hosted by the Japanese government, explicitly emphasized the Indo-Pacific initiative.

In his speech, PM Abe described the expansion of the Austronesian language people, the ancestors of the Pacific island nations, who brought the "banana" over the Indo-Pacific region, as an example of the "free and open space". This fact had been known in Japan as the expansion of the Malay people (Austronesian Language group) for more than 100 years ago, but the defeat has largely buried such research achievements.

The region that has been discussed in the framework of the “Asia Pacific” for the past several decades has now expanded to the “Indo-Pacific” with awareness of the rise of China, and interest is growing at a stretch.

The problems in this region are endlessly diverse, including culture, history, natural science, political economy, international law, security, and development. Additionally, in the Indo-Pacific region, there are many small and developing countries that emerged after the war, and they hopelessly maintain “law and order”, which is contributing to transnational crime.

Despite growing interest in this area, there is a limit to handling these vast and complex issues personally. I realize that there is a need for a place where volunteers can gather and learn together. Therefore, a modern IPR-Institute of Pacific Relations (or Indo-Pacific Studies Group) is established by Rieko HAYAKAWA, Chieko YAMANOUCHI and Michio EZAKI.

Due to the limitations of organizational management, basically we will share information with the Internet, and organize off-line seminars for several times a year, preferably through annual publication of bulletins. We would like to promote understanding of the Indo-Pacific region in Japan and promote cooperation with related organizations and experts within Japan as well as overseas, if possible.

Practically speaking, there is no membership fee to avoid financial management because of the limited management capacity, and we would like to ask the participants for their cooperation each occasion. The advisors and the secretariat are as follows, and we would like to proceed with a flat organization for the time being and think while running.
